Theres no good reason to force people to apply outside of the country. Just insist your employer gets the paperwork to convert in country. It's a ridiculous and pointless bureaucracy that suggests it's "easier" to apply abroad. Why? Certainly not for the applicant it isn't and any serious company would pay for the travel expenses associated with their future hire to go outside of country to apply, which also adds extra time to the whole process.
