no it doesn't mean he just filed his 90 days report. Certificate of residence (if that's the same as proof of residence) can have different purposes - you can get it for opening a bank account - you can get it for getting a drivers license etc etc. The purpose is mentioned in the certificate. I opened a bank account in Krungsri about a year ago with that and I just got one for a drivers license

It was actually because Ting Tong said you have to leave Thailand (or go to immi) to apply for an online visa that I asked you about the vpn but you say they don't check but they do say you can not apply inside Thailand which you actually can - either with a vpn which is redundant since they apparently don't check your ip or just do it anyway since they still don't check
