if you are still living at the same residence and have your previous one still stapled in your passport, you just need to bring that and tell them that you left the country and came back - that is how it works here in chiang rai, cannot confirm for other offices.
i went a few years ago. at that time [2015] their website stated they gave non-o multiple based on marriage, i called 3 separate times to confirm and each time they said yes they give it. i showed up, they acted as if they had never seen a non-taiwanese or thai person in their office before and said that they do not give that visa out. and after about an hour of talking they just gave me a non-o single entry after stating they only gave tourist visas. things may have changed as that was almost 5 years ago. it is a weird office.
so would the top part be my wife’s info or house owners? Middle would be the house that we rent or my wife’s tabien baan info? And then what documents need to be send as a file at the bottom? Wife’s I.D.? House owners and her tabien baan?
