On the page you loaded it reads "photocopy of residence permit (only for holders of a travel document and foreigners who reside in France) or proof of address for European passports (electricity or telecom bill)", SO you do not have to be a French National. I reside in Turkey and apply for my thai visa in Istanbul, very similar rules.

. Can apply for 2 month tourist visa in France. Including Paris, and 4 consulate offices.

Thanks. I am in Bangkok. I have no 30 day visa exempt entries to date. Nearest and cheapest border cross. I had thought about Malaysia as UK passport holders require no visa and entry is free.
