TLDR : Answer Summary
A Bulgarian citizen coming to Thailand for yoga can obtain a 15-day Visa on Arrival but cannot extend that visa while in Thailand. Instead, she needs to apply for a proper tourist visa at a Thai embassy or consulate outside of Thailand before her arrival or upon leaving to a neighboring country.

If she really lives in France (has residence address), you may better to check the requirements for SETV with Thai Embassy/Consulate in Paris (or whenever in France). I cannot be sure since I cannot read French, but translated version says like this.

--

A photocopy of residence permit (only for holders of a travel document and foreigners who reside in France) or proof of address for European passports (electricity or telecom bill)

Hmmm...I am curious.

On December 8 in 2018... 2018...

you asked a similar question about your Bulgarian friend.

"I have a freind who is Bulgarian she came in on a voa but she's only here 4 days then going to Phnom Penh is there a minimum time she must stay out of Thailand she will apply for a tourist visa in pp any help please"

Did she go to Cambodia and apply for a tourist visa there?

If so why did she not get it?

And why is it she does not obtain a Tourist visa in her home country before she comes to Thailand?

I loaded page for info only. On the page you loaded it reads "photocopy of residence permit (only for holders of a travel document and foreigners who reside in France) or proof of address for European passports (electricity or telecom bill)", SO you do not have to be a French National. I reside in Turkey and apply for my thai visa in Istanbul, very similar rules.

And might be a good idea to remove that agent's page too

and you're bulgarian? OR from a country that gets a 15 day VISA ON ARRIVAL, not a westerner who gets a 30 day VISA EXEMPT ENTRY? <- two totally different things.

If she never been here before, one option is to fly into Laos (probably Vientiane) , and get a tourist visa there. It's good for 60 days, and can be extended by another 30 days.

Bulgarians can also get VOA at some land crossings from Laos, Cambodia, Myanmar and Malaysia.

This is a very good link with information for Bulgarian passport holders.

I don't know about that website, there is some bad information about it. I believe the Kanchanburi border doesn't offer any VOAs

15 day VOAs don't qualify for extension. She will need to travel to an embassy or consulate outside of Thailand and apply for a tourist visa there.

Nope incorrect. They DO NOT get a 7 day extension. But, yes they MAY(or may not) get 7 days to leave though, when an extension is denied. ;)

They may not, it depends on the immigration office, some do it, some don't. And the 7 days begun the day she applies

No, you can apply for an extension of stay, which will be denied and the IO may give you 7 days to exit the kingdom, at their discretion.
