The banks, at least in Pattaya, will no longer entertain anybody under 50yrs old for a bank account.

It makes no difference what visa you have.

The agents cannot do anything for you

That's correct. The banks changed their rules last week.

Unless you're 50 yrs old or above, even agents can no longer obtain bank accounts for you.

no you cannot. That isn't how the Evisa system works or what it is intended for.

A) you need residency or leave to remain

B) Your passport country needs to use the Evisa system.

Without any of those, you simply cannot use it.

the only unclear thing for me is this information you keep giving out regarding applying for an Evisa in any country you don't have residence in or long term leave to remain.

Without one or the other of those, you cannot apply there.
