There's only a limit on the extensions, not on the visa exempt entries. As long as you stay less then 60 days, you will be fine. I go next week for my 4th trip this year, no worries.

 new rules are for 30 days extensions, not for visa exempt itself.

Do two 60-day visa exempt entries count as one for 2025 and one for 2026?

 nope. New rules mean you can have only 2 extensions on your exempt in a year.
