I came in on a tourist exempt and got married. They told me at Surin immigration to first do a normal 30 day extension (added after the expiration date). Then can get a 60 day extension for visiting family (starting from the day applied). After that there is no extension you have to get a non O visa. I went to savannakhet Laos embassy for the non O visa.
It seems your best bet would be to get the thai visa in the old passport then after returning to thailand go to immigration to have it swapped to the new passport. Or if what the other comments mention that you can only swap passports if traveling by air and not land then only have the new thai visa put in your new passport if you make plans to fly back to thailand.

It is said you need 20,000 baht in cash to prove you have enough money to support yourself as a requirement to enter the country. Not everyone is checked but itโs something that can be held against you if immigration doesnโt want to let you in. If you want to use bank transfer apps I would say bring enough cash for one or two months because you never know when some website decides to stop working or your email starts claiming you typed the wrong password and you get locked out of your money. In Thailand the currency exchange places give different rates based on what bill. So bring the biggest bill for example USD $100 or whatever currency you use. Make sure to bring the absolute nicest newest bills you can. Any little scratch or writing on the bills or wrinkles they may tell you they wont accept it.

I can only say for sure about Savannakhet because I was there and did my visa last week. Penang might have the same options but I have never been there so I canโt say that with any certainty
all done in Thailand it would be 1900 for the initial 90 day non-0 then add 1900 for the one year extension. If you stop here and have no plans to leave thailand its good. But if you want to leave and come back then add a single re entry permit for 1000 or multiple re entry permit for 3800.
one year multi entry visa from savannakhet is 5000. What you are thinking about for 3800 is multiple re entry permit, (on top of the 1900 or 2000 for a visa or extension) where the duration of your visa and entry are not extended. Only that you are allowed to leave and come back to Thailand and your visa is not cancelled.
