Limit is TWO 30 day border in one Calendar Year, so if you did one in Jan and one in Feb it is a NO GO, otherwise you should be fine unless you have a not cancelled work permit or an extension of stay based on study, that you should cancel before you go out.
I open the topic again, while we covered that this is not really visa related but travel related I wonder how your friend from Laos, BTW you did not specify Vientiane or Savannakhet, will travel internationally to Phuket to enter Thailand via Phuket International Airport. Once I have the answer I will close comment again, thank you for understanding. I know you could fly Vientiane to BKK and onward to Phuket by Air Asia, but that would be a strange travel pattern.
the wording on their own statement (Thai Embassy Vientiane) is wrong, what they mean is that they will issue only one ED visa from a language school covering the period of one year, means the OP can apply a new ED visa in August 2019 only. If he apply a ED visa from an University it will be no problem.
at the moment I would say avoid both places for the time being. If you have option to fly to Myanmar, KL, Hanoi or HCMC and fullfill requirement I would do. Or make a good planning for Vientiane, now you can book for 17th, 18th and 22nd April.
