a small update from Royal Thai Consulate Savannakhet/Laos. If you have the warning stamp from Penang/Malaysia or Vientiane/Laos than they can NOT issue you another Tourist Visa even you fullfil the requirement and show money and have ticket. You can, however apply for Non B, Non O and Non ED, but make sure that documents are legit and correctly addressed to Royal Thai Consulate Savannakhet/Laos.

Do you know if this includes warning stamps on old visas? As in if there’s been a non Imm b for four years but an old tourist visa from years back in Vientiane shows a warning stamp. I know it’s a problem in Vientiane.

There was, last week, a scam exposed on various Filipino Facebook sides involving a Company in Bangkok that cooperated with a company in Phuket to obtain fraudulent Non B, so they check documents and they also check with airline about the booking of flight. If you plan to use our service, please make sure that all in order. Savannakhet is aware of these things.

The staff advised various customer from Phuket and Pattaya that they can not get Tourist visa here if warning stamp in passport, obviously your case is different, but I can not ask now. He mentioned as long as paperwork is OK people can apply Non Immigrant there.

I wouldn't be so confident about what is or isn't being entered in to these data bases at this particular time regarding anything to do with visas and entries in to the country.

Just a side question here, does anyone know if these warning stamps are registered in a system, or just physically in the passport? I have one in mine, but I'm running out of pages so I'm going to get a new passport soon.

they are just in your passport. Getting a new passport "resets" the warning. Immigration have a record of entries regardless of what passport you use.
