I have a friend who going to Laos for SETV but the online application on Vientiane Laos says you can not book for two weeks what should he do?

Yes, agency said just show 20,000 baht as one of the requirements in savannakhet .

at the moment I would say avoid both places for the time being. If you have option to fly to Myanmar, KL, Hanoi or HCMC and fullfill requirement I would do. Or make a good planning for Vientiane, now you can book for 17th, 18th and 22nd April.

remember the 20K baht or the equivalent you show at the thai consulate in Savannakhet is NOT in cash but in the form of a bank statement.

Yes - by all means do as Joost says. Savannakhet Laos is across from Mukdahan, Thailand reachable via Ubon, Khon Kaen or Sakon Nakhon.

yes no appointment needed in Savannakhet. They do require some other things that Vientiane does not, like a copy of a bank statement but that's easy.
