India is restricted country, means for any new visa application you have to travel back home country or country of residence.

there is a difference between rejected at the window and told no and given the option to apply another Visa. You can try somewhere else in such case. All Consulates still issue Non Ed Visa if all is OK. But in some cases, after a long history of Tourist visa, than for example Savannakhet or HCMC will issue the sticker, but VOID it. In this case you have little or no chance to apply somewhere else in the region. With that I close comments. Reflect your situation and apply for the correct visa. BTW, all newcomers to Thailand are usually granted ED visas, as this is a creditable situation.

If all documents, etc are OK, Vientiane is still the best option. We still have many applications approved in Laos, it all depends on preparation and visa history. Yesterday Yangon said no to all ED applications ( 8people) so it is not the end of the world, they want to check Schools first, so it might be OK next week. There is no good or bad Consulate, it is just what you present them.

In fact we had 13 people at the Embassy in Yangon today, the ones that applied ED from any Language school were rejected, because OP reason is correct, they need to check the school first, other people that applied Non O, Non B or Tourist were successful. The one that rejected for Ed were able to apply Transit or Tourist, that depended on documents they had with them. This was Yangon today only. If you read the news it is clear that all Embassies/Consulates have a go at Ed Visas from certain Language Schools. May be next week the situation will be better.

, some notes about Phnom Penh, they like that you use agent. But Embassy is hardcore. Why? It is not because the few foreigner that apply. It is in fact the thousands of Cambodian that apply visa under MOU agreement, so Embassy has basically no capacity for "real or fake tourist". You will often see people mention certain shops to use, but they also give passport to the real agency, I assume there are 3. We used to deal with one of them, but even this does not give an "positive" outcome. Phnom Penh also have the attitude to collect payment with application and than void, while keeping the money. A place to be avoided. If you just plan to stay a limited time and you have not used the allowance of 2 land border crossing, use one of the friendly border to enter Thailand on 30day visa exempt. Ban Laem, Ban Pakkard or Had Lek is OK.
