They have the notice written wrong a calendar year is Jan 1 - Dec 31 but a RUNNING YEAR is a year from a certain date. You cannot get a new ED visa from Vientiane until a whole year has gone by from the date an earlier ED visa was issued to you
I understand. But my friend's last ED visa date was actually more than 365 days ago. Still, Vientiane officials, you got an ED visa here last year. So I can't accept it here this year. Just to add another possible reason why they said don't go to Vientiane....As stated previously, you can't get 2 Ed-visas within 365 days from Vientiane....I've just noticed each extension of stay seems to expire every 90 days, not 3 months....Meaning you would be just short of the 365 days in total..... :)

if you make an appointment in Vientiane it will be based on your visa application. You choose Tourist Visa or Non Immigrant for the ED visa, you can not switch from one to the other while visiting the Consulate.
Anyway, I gave up trying to challenge Vientiane. To be honest, I don't know where to go. Here I have to make my own decisions with reference to the advice I received from everyone, but it is difficult. Thank you for your response.
Just FYI. As you would read bunch of reports here, there were cases their "officially prepared" documents or some papers from MOE weren't acceptable and people rejected. Just saying it out loud that there are many more reason to be rejected other than 1 application per 1 year matters.

Who knows? if you have the correct documents from your school, a valid passport with enough empty pages, you can still get a second ED visa in Vientiane

I would avoid Hanoi, we just got refused a second year ED visa in Hanoi 6 weeks ago (but we do have previous visa stamps in our passport). FYI we asked right away if we could apply for a Single Entry Tourist Visa instead and they refused - told us to go back into Thailand on a 30 day stamp and then return to our own country to apply for a visa - even though we told them we had two children on ED visas in Thailand, they didn't want to give us any kind of visa.

your English is understood. And yes it appears the use of Ed Visas by those wishing to live in Thailand is coming to a close. As most Thai Consulates appear to be denying the Ed visa to those with multiple entries, visas with extensions.
My ED visa expired in early August. So I got out of Thailand. And immediately returned. This is no visa. You can stay for 30 days with no visa, but it will be renewed for another 30 days.

My nationality is Japan, and the ED visa I got last year has already expired. I have never obtained a tourist visa. I went from Thailand to another country last month. Therefore, I am currently staying without a visa and can only stay for 60 days.
