Actually you do have to report in issan, if in Kalasin, you will have to report in Nackon Sackon within 24 hours

 you don't pay for swift codes, you pay bank fees either as the sender or receiver.

In other words your bank will charge a transfer fee.

If the money is sent to bangkok bank the maximum they charge is 500bhat
