Reading this article seems to me nothing changed. Only change I see is that the employee is not responsible anymore to work somewhere else but the Employer is.

a Visa is to stay inside Thailand, as nothing to do with working on one place. But there are many posts about Visa obtained with papers of one employer and the visa got restricted to be used by that Employer by the Consulate or Embassy. If this restriction will stop or continue is another topic.

Adding an Employer in the Work Permit is not a non issue, remember the Thais Employees needed, the sso and tax payments, bank guarantee.

Correct , but a little further you read this: "“It is the employer’s responsibility to inform our office of the location and the employee’s job to be listed in the work permit". So without new employer and location in your work permit you are still not allowed to work there.
