Can someone apply for a Non-B visa using a temporary passport in Thailand?

Quick question, lost passport, not mine.

He is from South Africa, and needs his non b, so he will get a temporary passport, Is it possible to get a non b on a Temporary passport?

He'd definitely need to go to the immigration office and get the entry stamp from the original Non-B stamped into the new passport (even if it's just a temporary passport) so he can exit the country.

He might need to prove that he bought the visa with the receipt from the consulate OR he might have to contact the Ministry of Foreign Affairs office here in Bangkok and have them contact the consulate he got the visa at so they can prove he really did get it.

I have seen them do that to people who had copies of a Non-B but not the receipt that they bought it

He is in kalasin but before he was in Bkk I'm assuming he can just go into the khon kaen office for his stamp

I googled around and it appears that a temporary passport might not be accepted in all countries.
