Who is responsible for the TM30 reporting when renting a villa in Thailand and do I need to file a TM28 for address changes?

2 point question for you guys, I will arrive in Thailand mid Sept with my non O visa based on marriage from Thai embassy in London.

If I spend the 1st month in a rented villa, let's say Hua hin, can I assume The owner is responsible for TM30 ? Or am I best to report myself.

After a month I will move to Kalasin for a few months, where my wife's family live, can I assume, when I arrive, within 24hr I will have to complete a TM30 either online, a local police station or nearest immigration, but will I need TM28 change of address ?

I sent a teacher to Khon Kaen from sahat sackan and they were told to go to sackon nackon,

Appreciated but Sakon Nakhon is a lot further from Kalasin than Khon Kaen, so KK is my option as that's where I fly to .

Actually you do have to report in issan, if in Kalasin, you will have to report in Nackon Sackon within 24 hours

I would file a TM.28 and a TM.30 when you get to Kalasin just to cover the bases.

Unless you have a reason to go to the immigration office in Hua Hin for something else I wouldn't even bother worrying about a TM.30.
