Nope. You can report 14 days before it's due and up to 7 after without a fine

Totally incorrect. You can apply for the Non Imm O at just about any Embassy/Consulate in the world. Only a Non Imm OA can be applied for in your home Country or a Country where you hold PR.

Not sure about that. Everyone with Thai dependant relatives are entitled to the 60 days extention regardless of visa status and Immigration Office. What many offices do is only give the 60 days extention and not both 30 and 60 days extention.
