Depends. If you want a retirement visa you need to have 800k baht in a Thai bank account. Some people don't have 800k or they do not want to keep it in a Thai Bank account that pays very little or no interest. In which case they will pay an Agent to bribe Immigration. The hardest part is getting a Thai Bank account.
