Everybody has freedom of speech, as long as you have the physical ability to speak. Speaking does not require permission to perform. As long as you can physically pronounce words, you can say them. But there will always be consequences to what you say. The biggest lie ever told is telling people they wont ever experience negative consequences for what they say.
