TLDR : Answer Summary
After submitting your translated Affidavit and divorce decree to the Ministry of Foreign Affairs in Thailand, they typically certify it on the same day, provided you arrive and check in by 11 AM. If you arrive later, you may need to return the next day or later. It's worth noting that morning appointments can now be made online.

I think they do if you get there and get checked in by 11. They may ask you to return later or if after 11, tomorrow. Been a while, think you can even make a morning appointment online now.
