There are no entry requirements for DTV holders. All entries are at the discretion of the IO.

let me dumb it down for you to understand. There are no entry requirements placed on a DTV holder. There are no lines of DTV holders showing proof of funds or proof of ongoing courses at Immigration. There is not a single report of a DTV holder being rejected entry due to failing to provide a current soft power course or any other DTV application requirement. There are no entry requirements for a DTV visa unlike a visa exempt entry that actually has entry requirements. Your suggestion that the OP should have ongoing soft power courses booked to facilitate entry is a requirement that only lives inside your head.

it is perfectly possible to get the non-O within Thailand. I did it off a visa exempt entry no issues.

the Thai Privilege visa is classed as a tourist visa.

there are no checks when entering. There is no guarantee that even if the OP is enrolled in a valid soft power activity that they will not be denied entry. An IO can reject you on entry at any time without reason. So a pointless post. Currently there are zero reports of any immigration checks on entry.

Your issue is that you opened an account on a tourist visa. BB is currently closing accounts opened on tourist visas going back the last two years.

There is an online Thai Nature course that some Embassies accept as soft power.

Nope, can only apply outside Thailand.

You cannot apply for the DTV in Thailand.
