I would reword what you are asking? To renew a USA passport in Thailand the website says 5-6 weeks. Recently a woman got her passport back in 17 days and another man took 8 weeks. So plan well.
just contacted an agent she is a sweety. She said she can get the bank account open on a tourist visa in Chiang mai it is just more difficult now. She said krungsri bank. So you are correct about the New policy on all Bangkok banks. I am honestly shocked. I still apoligize.

I haven’t heard it. Are you sure it’s everyone now? The first Bangkok bank told me no because I had a tourist visa. Another one wanted a letter from my embassy plus a long term visa. Third time was a charm. My understand is it’s always been up to the manager of the branch to set policy.
I would google your immigration office and residency certificate requirements so you get the most accurate information. I did it in Chiang Mai, second floor of immigration building as that is where I live. Had to be there before 12pm. They may only want a copy of your tm30, copy of passport and passport pages. I meant if you want to wait for the residency certificate to be mailed to you it is free but takes 21 days. Next day it is 500 baht. Use an Agent it’s 1000 baht for next day.
