Myanmar/Burma is closed by land from Thailand at the moment. Several Laos borders with Thailand demand that you stay 2 nights before going back. The only way to go around that for sure is to use an agent that will take you there and back the same day.

If your latest tm30 is from there. Meaning if you didn't travel internationally, or stayed somewhere else in Thailand that registered a tm30 on you, then you are fine. It's always only the latest tm30 that matters. If unsure, file a new one online or in person. Easy.

most offices allow the application when there are 30 days or less left on your current stamp. In Bangkok it's 45 days. A few allow it only within the last 7 days. You should edit your post to say where, as the answer could be different, depending on that.

if you apply at an embassy outside Thailand (e visa) the money can be in your bank in your home country. It does NOT have to already be in a Thai bank. When you later go to immigration inside Thailand to apply for a yearly extension, the money HAS to be in a Thai bank.

Yes, it is really necessary to cancel it BEFORE you leave. It can land you in trouble later if you dont. Worst case would be a maximum overstay fine up to 20K, from the date it expires. And they might make you cancel it later even though it's already expired. To close the loop. That in itself could be a nuisance, because you need paperwork from the school and you can only do it at the immigration that issued the extension.
