I went a few months ago and that is still the current policy.

No visa on arrival in Vietnam.

You need to apply at least 3 days before departure from Thailand. I recommend more like a week.

It's really just the people who have money to support themselves (food, drinks, entertainment, rent, etc.) but not buy a new Mercedes that are targeted by these policies.

If I remember correctly the IDP is only valid for a limited time while in the country.

Eventually (2mos IIRC) you are required to take the test.
