strong ties to her home country such as solid financial status, jobs, land properties and all that. Imagine the US officers assume all Thais would most likely to violate the US tourist visa status by not coming back, so its her job to prove otherwise.

You can put any date on the reentry form. It doesn't have to be accurate. They don't really care when you will be travelling out.

If you showed up at Chonburi immigration with your agent, you will be fine. If you sent a passport there, I don't think Rayong office will accept it.

When is the best time to apply for a 90-day visa after entering Thailand on a 30-day exemption?

if approved, your 90 days starts from date of the application. Yes you would lose many days. Also if approved, they will keep your application for 15-16 days,then you have to come for the second time to actually get the non/o stamp on your passport.

Same day procedure, available thru an agent I guess. ( In BKK office)
