Doesn't matter but Thai bank will cut the same commission for every transfer. Better ask your bank.

Can I open a bank account in Thailand with a Non-O retirement visa?

I was in the same situation. Bangkok bank refused but Kasikorn Bank accepted (agents don't work with this bank as they do everything legal). You can try Krungthai bank as well but I hear they are not accepting either.

Sorry to bother you again but if I apply for extension on just last day of my stamped period, would it be a problem time wise? How long does it take to get an extension usually?

Yes. After I got rejected by BB, I went to Kasikorn Bank's closest branch. They just told me to bring the letter from immigration. Immigration issued a new one for 300 B.
