personally I hope they keep the mandatory insurance, not necessarily for covid but general insurance to cover you. Should be mandatory worldwide in my opinion.

non-B can be applied for outside of Thailand. Not all embassies are processing them at this moment in time so

first I've heard of it but I'm guessing if you can get that stamp then yes you should be able to switch in country.

Presumably you're on the amnesty right now and not a visa exemption so I don't think that form applies to you.

Speak to Thai Embassy in India, whichever is closest to your mother. They'll advise her and provide a list of documents she'll need to provide in order to apply for a new visa and COE.

If she gets back to Thailand and has to do quarantine then it has to be done at an approved hotel, at her or your expense, and not at your place.

Strictly speaking you need a flight out of Thailand, it's hit and miss as to whether you get asked to produce this upon entry.

That being said, who knows what rules will be in place when they let tourists back in.
