I have Mastercards in 4 different countries, all require a small deposit to activate the mastercard account. In Thailand it is usually 500 baht, other places is roughly 5-10 usd (or equivalent) so I definitely think mastercard has a little to do with it.

Your drivers license is exclusive to your country, you can’t get an IDP anywhere in the world except the at country that gave you that specific license. It is also important to remember that while abroad using the IDP, you need to keep your original drivers license and your passport together. They are a package.
also, it was clear that june 1 was impossible, it was probably a typo or something. That doesn’t change anything, once cabinet passes it, it will happen… I would agree maybe that it won’t happen to the letter or there will be ridiculous requirements for this visa.
I don’t think you understand how a government works, of course the cabinet is not the entire government, but they pass and abolish laws, majors, governors, they are the ones with little say on laws.
I am aware the embassy doesn’t decide, if they posted it on the website it is for sure not because the embassy is playing, it is an order from the Government. Embassies only represent the government, they follow instructions. They have almost no autonomy.
I don’t think anyone has any example of the cabinet passing a vote on something and then not happening, remember not the media saying, the cabinet actually voting on something and passing it.
