You need to appeal the CHC decision. If your mum is in care because of being paralysed, then that is a health need not social need. CHC is based on NHS principles; if you need medical care, you will get it, in a non-NHS setting, which could be a nursing home, or your own home. Your mother probably has medical needs related to pressure sores, colostomy issue and pain medication. Depending on her history, she may been a turn every 2-4 hours. My mother is in a nursing home, fully funded by the NHS, due to her medical needs (needs turns, and now can no longer handle herself the controled drugs due to complications due to paraplegia).
