ALERT! CONSULATES PLAYING NASTY GAMES!

Any Experience dealing with any Consulate in the region? we have been told by a couple of them that if I am not a national here I need to have Residence in the area they serve (Cambodia, Thailand...), however they dont tell exactly what that means or how to get it, all they keep saying is to send them photos of our passport, visa and/or any other document to proof residence; to what they say: "it is not what it is needed" and stop replying...

I want to apply for a one year, Non Immigrant O-A visa, at Thai consulate in US. Application by mail seems to take a long time (two weeks). I plan to apply in person. I live in Oakland, CA. I would apply in person in LA, or NY (if i am allowed to apply in NY given my CA residence). Anybody has recent experience doing so?

Which consulate in the region is considered the 2nd most ‘serial SETV’ friendly?

Going for my 6th SETV, last one was Vientiane, hence asking for the 2nd beat option, as I prefer to not go back to back
