Can I apply for a Non Immigrant O-A visa in person in New York if I reside in California?

I want to apply for a one year, Non Immigrant O-A visa, at Thai consulate in US. Application by mail seems to take a long time (two weeks). I plan to apply in person. I live in Oakland, CA. I would apply in person in LA, or NY (if i am allowed to apply in NY given my CA residence). Anybody has recent experience doing so?

Strongly recommend Los Angeles. Recent reports are submit one morning walk in and pick up as early as next afternoon. Friendly staff and great customer service by emails too.

Thank you so much all for the information! so helpful! One more question is if NY consulate wouldn't mind me applying in NY, even if my legal address is in California (NY more convenient for me to travel to than LA). Basically, did the consulate ask for proof of address or not.

why not just post it? I know people who post their application to the thai consulate in Los Angeles and get it back without ANY issues.

I think you're making it a tougher process than it really is.

I got mine at the LA Consulate in 2017. I’m from El Cerrito. I flew down there. Rented a car. Stayed in a hotel walking distance from the Consulate. I spent the two days doing some sightseeing. Paramount studios is in the neighborhood. Take the tour.

Of the two I'd say the Los Angeles Consulate is easier to deal with.

AND seeing as you're IN california that makes it a lot closer too. ;)

One day file papers and give consulate a self addressed envelope from USPS. Or just go back in person next day after 10 am.

I got mine through the LA consulate a few months ago. Yes, it took a couple weeks via the mail but I didn’t think that was too long. I’m pretty sure you’d get it faster if you go in person but I wasn’t going to do that from Washington state.
