Doesn't know about the new law or what but I did mine on Huay khwang district office. Even though I had some typing mistake on my "Affirmation for freedom to married" certificate, they issued me the marriage certificate and ask for an correction copy

It is quite difficult to find an "Actual Landlord" of the properties where there is matter of public limited company, specially in Condo or Apartment sectors. The company authorized such persons (Manager, House-master) to issue such kind of letter for the tenant and that's do the job.
