There is NO banking law in thailand that prohibits a person from opening a bank account on a 30 day visa exempt, a 60 day tourist visa or a Non-Immigrant visa.
Each branch makes up it's own policy. If one denies you walk down the street to another one. You WILL find one that will let you open an account.
Most banks do want proof of residence which you can get from your consulate or from some immigration offices. The Bangkok immigration office will not issue a resident certificate if you are not on an extension that does 90 day reporting.

Easiest is Bangkok bank. Passport and you visa stamp on ED visa. Other banks ask for too much paperwork .i went to 6 banks with my passport and they always asked for more stuff.
you can get a debit card that has the visa logo or you can apply for a secured credit card where you deposit 200k in a secured account.
