A notary public may perform notarial acts in any county of the State or in the City of Baltimore, regardless of the place where the notary public was appointed. For instance, a notary public for Somerset County may also act as a notary public in any other county in the State.”

I’m willing to bet they want your signature notarized, not the letter. You can’t notarize a letter any more than you can a water Buffalo.

They notarize signatures, not letters. Do you need certified copies? Is that what you are inquiring about?

He should get an Elite Visa. The correct visa for his apparent purpose.

You will need a Thai notary if that is acceptable to whoever is receiving the documents.

US notaries are not permitted to notarize outside the state where they are appointed.

A second option is the American embassy or consulate.
