Try getting the DuckDuckGo add-on for your web browser..

Google has a new security protocol that is blocking a HUGE amount of sites .

I use Firefox with DuckDuckGo and can visit any site. No warning messages and CANNOT CONNECT crap.

I know the video you're talking about but I don't remember where it is. I did find a couple of videos about section 38 on official immigration office Facebook pages though.
