Well, I must admit his timing is a bit strange, first arrange a visa an then a new passport 🤷‍♂️ In the expression "better safe than sorry" it would be best to ask the Thai Embassy/consulate in his country.

Sorry, but for me it's a bit strange nobody asks you for y'r passport country. (Maybe I'm overlooking ?) If you are NOT from US, Australia, UK or Denmark, you can ask an Income statement from y'r Embassy in BKK.

Transfering Visa in this case is of no use. The "transfering visa" thing is can be usefull when you have a long term of stay visa but most of the times this concerns a "1 year extension of stay", so no visa anymore.

Normally showing 2 passports is okay. Y'r entry stamp will be stamped in y'r new passport. So when you leave Thailand, you only have to show y'r new passport. BUT keep them both ofcourse. Y'll never know.

Maybe ask in Thai Visa Advice group (so without 'land). I thought the 800k฿ for 1st year extension, you need in a Thai bank when you make a non imm O IN Thailand. Not if you already buy it in y'r home country. When you got the year extension, also make a re-entry permit. This you can repeat year after year.

Apparently the need is not THAT high if you exclude people over 60. I know I read before you not make the rules but I certainly would consider to talk to management to change.

Mmm, I must admit I never read that with a multi entry Tourist visa you still need the '3 proves' (20k฿ (or equivalent money) cash, Prove of stay and onwards ticket within 60 days out of Thailand) with a border hop/bounce. In my thoughts it would be a bit strang with that visa. Visa exempt is a different story. But.....y'll never know. Maybe better ask at the Thai Visa Advice group (without 'and everything else'). There are some very knowledgeable people.

If you come back to Thailand just a couple of days before the visa expires, you get (the last) 60 days of stay again. And this you can extend again for 30 days at the imm. office.

Possible. I read mixed stories of different imm. offices. But can ask/check for sure.

Just mention; think y'r embassy still hands out income statements ! Ofcourse after exchange rate, it has to be more than 65k฿ per month. Only need 800k฿ for initial Non imm. O incountry (when making this IN Thailand). Not always if e.g. you do it in another country in a Thai imm. office. For year extensions you can use these income statements. But maybe you know this already 🤷‍♂️
