Can You Extend a Non-Imm O Multi-Entry Visa After Border Hops?

Suppose there was no covid situation; If you have a still valid non imm O multi entry visum based on retirement (one year every 90 days a border hop) can you have a year extension after let's say, 2 border hops, on base of retirement fulfilling the requirements ? Or must the visa completely been used.

The Immigration law did not change due to Covid.

You can apply on every entry, before the Admitted until ../../. stamped in your passport apply for the Extension of Stay, but you need to meet the requirements.
