There is a Thai embassy in Tehran. Best try at home, since Iran is a "restricted" country like many African countries. I'm African and got mine at home. By restricted I mean we can't get it from neighboring countries like Vietnam or Laos.

The 1st screenshot is accurate, people from those countries should apply from their home countries.

The 2nd one is complete nonsense. If you just search on this group there are Nigerians who got the DTV, as well as people from Bangladesh.

All nationalities can apply for the DTV. I personally know a Syrian living in UAE who got it.
