interesting, I guess you need to check your translation. Make sure you are including sub-district, district and province with correct post code in the correct order.
I just successfully completed TM47 (90 day report) online earlier this week. My guess is your address translation is the problem, my address is English translated on my TM30 and I was approved within 24 hours with PDF documents.
Maybe download a Thai keyboard and try entering your address in Thai.
