Evisa website has very little to do with Immigration.Two totally different departments

Not as far as I know. Immigration rarely ask for onward travel unless they're looking to refuse you entry. With the DTV this shouldn't be a problem

Apparently Nelly Byrd knows over 1000 people that got a Non Imm OA visa in Thailand.

Unfortunately Nelly is mistaken.

A Non Imm OA visa is NOT available to apply for in Thailand, nor will it be issued in any other Country where you don't have Citizenship or PR.
