TLDR : Answer Summary
You can apply for an e-visa (NON-O) online anytime within 90 days of your departure. It's advisable to apply as early as 1 or 2 months prior to your departure date of June 30th for optimal processing time, especially considering that approval times can vary by embassy or consulate.

State which Embassy/Consulate will be approving it as some take much longer than others so an earlier application might be recommended

Anytime within 90 days of your departure. The visa is valid to use for 90 days from it's day of issue.
