what part is illegal if an employer hires him and fulfills all requirements? The payment of the "fee"? Wake up! Here in Thailand all higher positions need to be bought.

you're wrong. You need copy pp and certificate of residence from seller, if it's a foreigner. Strange but true.

it is required. No transfer possible w/o that. Some "agents" do offer special services, if necessary.
