Good afternoon, I just wanted to warn you about illegal 'service charges' at the Hua Hin immigration office. I went on 4th September at 15:01 to swap visa in old passport to new passport. This is a free service. I was charged a service charge of 500 baht. The officer made a schoolboy error. The transfer was done to a colleague's personal bank account. I telephoned 1111 and was told, as confirmation, that there is no charge for this change of visa to new passport. If you are charged an illegal service charge, tell the officer ( they all speak english ) that this is illegal. I would recommend , infront of said officer, to phone 1111 and gain confirmation that you can pass on in live time. If you pay the service charge because they are witholding docs as happened with me, then make sure you pay by prompt pay, do not hand over cash. Tell them you have none. I reported this incident to 1111 and phoned immigration the next day as I had the woman's personal bank account with an exact record of my payment ( 15:01!!). She met with my wife in a panic and paid me back my 500 baht. If this has happened to you, please get in touch with me. I do not know how long these scamming police officers have been fleecing us foreigners. Stand up to this should it happen to you. Record if you have a phone. Try to get the officer's name and report via 1111. I hope this helps you.

All of this for 500bht? Hell, it could have been more. You had nothing else to complain about? We are in Thailand and there is so much more we can point out that is questionable and downright corrupt, unfair, or slanted. But this is NOT our country, and we have no Rights here... so, what is the big deal with 500? Is it the principle of the thing? Really!? Let see if these two things have ever really worked together.... Thai Immigration and Principles. Frankly, they have nothing in common and the former has no idea what the latter even is. As for us foreigners, it's their rules and it's our requirement to follow them or... leave. Putting up a 'fight' regarding what we deem is right or wrong, or simply standing on what we believe are principles (based upon our way of looking at things and or our cultural, educational background) is not only pointless but shows a definite amount of entitlement. Though that might be a truth and might even be able to hold water, what service does it supply? What foundation is it working on and/or improving? How is it beneficial to solving anything? Just enjoy your time here and quietly laugh to yourself.

Glad you got your 500 baht back. I'd be nervous about any lingering retribution from her or one of her buddies in the future. I.e., if you need anything from that office in the future and you don't have all your i's dotted and t's crossed, I wouldn't expect any sympathy from the officers at that branch.

whatever immigration office you use is determined by the current TM30 on file. That determines which local immigration office you use, for what type of visa you have.

I went with a colleague for the same service. By coincidence our passports expired at the same time. We both went in around 9am. My friend spouted about not being a chargeable service and he had read so on the website. He was taken to a desk and sat down. I was called over and told there was a usual charge of 500 baht. I agreed but asked if I could scan to pay. Cannot they said. OK I said but I only have 300 baht in cash. OK he said and sat down, took both passports and I watched intrigued by all the stamping, checking back etc. About 30 minutes later he told me here you are all finished. I asked about 90 day and he looked and said that’s next month but I can do now, no charge!!!

I left immigration and returned home.

The whole process took just over 1 hour.

My friend returned late in the afternoon, he told me that they checked everything 3 times and then put 1 stamp. They then did the same for all the other stamps.

Moral is yes the service is free but you can stay there 1 hour or 8 hours. Also he has to go back in 3 weeks for his 90 day !!!!

I get your point, and admire your principles. But, in a country where any decision is 'up to the discretion of the officer', I'd prefer not make them 'lose face' cuz repercussions might follow you personally. of course, I'd ask 'isn't it free?', but wouldn't go out of my way to get 500bt back. Corruption isn't an easy cure

Is 500 baht. Not 50,000 baht. So your problems are minimal. Also, you’re in south east Asia which is one of the most corrupted places on earth. This is normal. I just had to deal with some petty corruption crossing the border from Laos to Thailand and I don’t care. The way I see it that dude had something to eat for the night. It is what it is.

the good news is that SEA 'corruption' in so far as normal People's day to day lives are concerned is small and the money usually stays within the community as is spent there. Yes there is high level corruption but it's mostly between governments and large corporations, but it is still illegal and when these people get caught they are serious consequences.

The West has its own corruption, but it's all been made legal using 'regulations' that add unneeded expenses to every transaction by everyone, and almost always ends up in the offshore bank accounts of a few rich elites either used to but a swimming pool for their yacht, or to buy some western government official, politician, it lobbyist to write new laws to make whatever crime they like to commit 'legal' (for the rich; 'cheating' on your taxes and bribery is still a serious crime for normal people!!)

Give me SEA corruption any day.

My typos aside... I actually can tell you about 3 people who wound up in the local lock up by an IMO here after they were asked to pay extra for a 90-day and extra for an Extension of Sta y. They were released when the TP showed up after I got a call as the US Liaison here and requested it. We know that here in the Kingdom rules are rules... that is when anyone wants to pay attention to them, or the situation is so terrible that the usual 'Rule Blindness' is out of the question. With reference to being "cowedly".... well... if you want to put your head into the lion's mouth and perhaps suffer from it go ahead. But as we foreigners have no real Rights here... why stand on one's soap box and shout to a crowd that is not listening? With regards to "offering a bribe..." wouldn't do it personally. But if approached by an officer telling me that for some Tea Money to make whatever go away.... well... I might think about it. Oh hell, have you been pulled over for speeding lately? Pay the officer

Or how about dropping a cigarette butt on the sidewalk (along with the rest of the trash) and being knabbed for 1000bht ... is that a bribe or is it a fine that will never be recorded? Personally, I would always ask for a receipt. For by doing so you might find that the request goes away or at the very least you can hold the powers-to-be to a higher standard than they are used to. After all the two-price system here is an example of corruption. But I do not find ALL corruption to be a terrible thing. For it's a system that has been ingrained within societies for centuries. Fighting against it is a noble cause. But you will need people and court systems willing to listen and that do not have their own hands in the cookie jar. I don't bribe. I don't simply accept the request for one. But then again after 15 years here I can see that request coming a mile off and so know how to avoid entering its trap.

You deal with what you have to in order to maintain your life, its peace, its safety, and its very being. If that means playing the game doing, then that is what one will have to do. You may not like it. You may find fault in it. You might even want to fight it. However, do the latter or make a good deal of noise about the former ones and you will find yourself in a lockup and scribbling for the money to get that ordered flight home. So, if being part of the problem by having to comply as you stated is an anathema for you to deal with... then the entire SEA area is not for you. Actually, there are parts of Africa, Eastern Europe, and parts of New Jersey that you might find difficult.

Although there are plenty of people serving jail term for bribing am official and I know several officials who have been fined, demoted or reposted to some tiny village in Nakorn Sri Nowhere.

The Thai Criminal Code criminalizes both active and passive bribery. According to Section 144, the punishment that may be imposed for the bribing an official is imprisonment up to 5 years or a fine of 10,000 THB, or both. This includes even the offering of a bribe to a policeman or other official and can result in jail time.

If you're cowardly enough not to stand up for what's right or wrong, that's entirely your choice. You might reflect about it once YOU sit in detention 😉

As for being the right or wrong place for me? Well I've been pretty fine for the last 40 years here inThailand, without paying bribes.

I rather just pay the few bucks and not have to deal or exchange energy with those people and their bullshit. It's a matter of priorities. I value my time, tranquility, and peace over a small amount of money.

If you're slumming it like a lot of expats are to the point where the petty corruption that you will experience on a day to day basis starts affecting you emotionally.

Then at that point I would rather just go home, than to live within this society. Thailand is no place for a broke man. It's even worse if that man is a foreigner.
