Immigration told him to get a visa and not try to enter visa exempt again

He's worried about losing the visa application cost.

So.. advice would be, apply, carefully check it's been done correctly, wait for approval, have accomodation booked, cash, and onward ticket to leave within the permitted stay.

he can apply in any country he is in legally. But seems he thinks there's some reason a visa will be denied.

What passport do you have? Visa on arrival is only for certain countries.

Apply for the visa in your home country now, so you can open a Thai bank account. Which you'll need for your 12 month extension.
