Same in UK. Seems Thailand welcomes people but USA and UK not so much.

It says in the 72 hours "before arrival". It doesn't say maybe a few hours extra, it's in those 72 to zero hours prior to your 9.30 arrival at immigration. It's simple to count back? Use a clock if you can't.

ok. They ask for more info if it's missing, don't they? So there must have been something on his application that meant he didn't meet the requirements.

yes, I saw your first post said 40k and didn't say euros. Never assume people know what currency you mean.
