Do I have to use the Thai Consulate's COVID insurance for entry to Thailand or can I use insurance from another company?

You don't have to use the ones on the Thai pass site. Just make sure they're going to provide you with a document that clearly states $10k+ covid coverage.

Have them contact a visa travel agency. Normally not much more expensive than doing it alone, but way more simple. I'm sure they'll be able to tell your friend the best options.
