On an ED visa to what country? Vietnam? Cambodia? No the borders are closed. Unless you fly. Or apparently in a tour group. Which makes no sense at all.

Laos is not open. You must be a part of a tour group to enter.

Flying from Bangkok to phnom phen or Vientiane. Actually to Vientiane is 10 minutes shorter flight.

Cambodia is easiest for a visa at the moment. Evisa for Cambodia and Thai Embassy PP for Tourist visa.

It means any country when she gets back in BKK, she will get VOA ?

yes. Land borders have been closed since 2020 so only way to Cambodia from Thailand is by flying or she could go to Laos.
