On an ED visa to what country? Vietnam? Cambodia? No the borders are closed. Unless you fly. Or apparently in a tour group. Which makes no sense at all.

Flying from Bangkok to phnom phen or Vientiane. Actually to Vientiane is 10 minutes shorter flight.

Cambodia is easiest for a visa at the moment. Evisa for Cambodia and Thai Embassy PP for Tourist visa.

yes. Land borders have been closed since 2020 so only way to Cambodia from Thailand is by flying or she could go to Laos.
