since when? Be it it has been a few years since I've applied for a visa in Hanoi but there is no such residence restriction listed on their website.

It's issued in the country you have a permanent license in and in ops case, that's Thaiand.

Some countries require them, others don't.

You can get an IDP here if you have a permanent 5 year Thai license.
