the requirements ARE definitely consulate-specific. Sometimes there is no seasoning requirement, sometimes they need to see up to 6 months. To say it's the same everywhere is patently false.
the seasoning requirement absolutely does vary by consulate. Some don't care, some want 3 months, some even want 6 months. It is NOT the same everywhere. So it's absolutely a valid question.
If you're from the US you should still file with the IRS. Even though you technically don't need to, if you ever go through a process that requires prior tax returns, you'll want to have filed. Also keeps fraudsters at bay.
